Steps To Reproduce:

1. Log into HR Pro.
2. Go to Competency tab.
3. Click on update competency menu.
4. Add new skills.
5. Right click on added skill.
6. Click on proof and attach a document.
7. Again right and select proof.
8. Click on Attached proof and observe

Description

Attachment is not working all over HR Pro, also not getting published to Doc pro level.
