VOC - When a flowdown is done for multiple Requirements against a single child element, it shows the same element multiple times in Allocate to element column. After refreshing it shows properly.

Steps To Reproduce:

1. Login to the RFD.
2. Select the VOC.
3. Click on the flow-down indicator.
4. Allocate multiple Requirements under the same element.
5. click on OK button and click on the Refresh icon.
