Steps To Reproduce:

1. Login to the application
2. Setup a project estimate review in charter
3. Save the charter
4. Login as reviewer
5. Navigate to docpro actions
6. OPen the draft request needing viewing option
7. Enter the comments
8. Check for the submit button

Description

The submit button is disabled int he review page hence it is not able to submit the configuration document and Project estimate review attached in charter from docpro.

Reported issue is addressed:
Current working behavior: On clicking send button the action is considered as completed and submit button enables. The page closes on clicking submit button.
Suggesting completing the action on clicking submit, as the user is not allowed to enter multiple comments or attachments after the 1st entry.
