closedTDR FORM--> When trying to open the attachment from the TDR form from the doc pro TOC view source file, it shows an error like "Blocked"

Steps To Reproduce:
1. Login EwQIMS as Change management and doc pro Module administrator
2. Click on Initiate change request as TDR
3. Enter the mandatory field and publish the FORM
4. Click on Documents tab from the Doc pro
5. Click on documents menu
6. Right click on the Published TDR document
7. Select the View source file context menu
8. Open the HTML file
9. Click on the attachment in FORM
10. Observe the behaviour
