Please close this, its not an issue.
1. when you are converting the draft to document you should set the access rights to full access under the new document rights in folder management.
2. Please add appropriate rights and verify also add screenshots of what groups and rights you have set when reporting such issues
3. Its working as expected. Do not reopen such issues with out checking wit me
