Steps To Reproduce:

1.Login into EwQIMS
2.Click on Setup menu
3.Click on Inspection setup
4.Go to part ans create a part
5.Click on Inspection parameter
6.Select part and add operation and characteristics
7.Click on publish button
8.Enter details and click on submit button

Description

When publishing in Inspection parameter, approval is not sending and publish popup is displaying as read only.
Getting "Document not published" error
