If user clicks update Competency, Unable to upgrade to highest level

Steps To Reproduce:

1.Login to EwQIMS
2.Navigate to problem solver module
3.Click on Trainings→Competency Management→Competency Evaluation
4.Click on Select participants and Click on add users and select a user
5.Click on done
6.Check the checkbox of My competencies
7.Click on Update Competency upto Expert Level
8.When level of competency should be in highest level but it shows as Teach level

Description

If user clicks update Competency, Can able to upgrade until level Beginner to level Teach, but can't Unable to upgrade to highest level which level Expert
