Steps To Reproduce:

1. Log into HR pro.
2. Go to Survey Tab.
3. Click on survey menu.
4. Create Rating, response, Question in question pool page.
5. Go to Question format tab.
6. Create new format and select question and save it.
7. Close the pop up window.
8. Click on Arrange questions icon.
9. Click on Up arrow in question 1 first and observe.
