Steps To Reproduce:

1.Login to EwQIMS
2.login as second user
3.Go to search inspection list
4.Go to inspection sheet
5.Try modifying inspected values.

Description

When allow to modify all inspection is enabled user should able to make changes of other user's inspected vale, but here allow to modify all inspection is not working
