Steps To Reproduce:

1.Goto EwQIMS
2.Login as IC Module User
3.Navigate to IC Module
4.Goto Actions Tab and Click on Supervisor ApprovalSheet Menu
5.Select & Open the Inspection Entry and Right-Click to Publish the Document
6.Observe the Result

Observation: Going to Publish the Document 1st time but it was showing as already Published Document and If I Published in that Mode also the Document was not there in DocPro
