closedIn Expectation Category page, Adding a new expectation category and without adding Expectations lists that expectation in Expectation category listing page, but it should not display before entering the expectation.

Steps To Reproduce:
1. Log into HR Pro.
2. Go to PDP Tab.
3. Click on Expectation category menu.
4. Click on new.
5. Enter Ex category name and press enter button.
6. Click on add in Expectation are.
7. Try to enter data and press refresh button.
8. Go to Expectation Category listing page and observe.
