Steps To Reproduce:
Escalation email for conducting an actual audit -> The email hierarchy is not working as expected
It should work like below order
1. H1 -> Based on Annual Audit plan
2. H2 -> Based on Audit Type
3. H3 -> Based on Assign route in suite
3. H4 -> If no route assigned, then default reminder 1 day before and after email should be generated

Description
Escalation email for conducting an actual audit -> The email hierarchy is not working as expected
It should work like below order
1. H1 -> Based on Annual Audit plan
2. H2 -> Based on Audit Type
3. H3 -> Based on Assign route in suite
3. H4 -> If no route assigned, then default reminder 1 day before and after email should be generated
Now the system triggering email only based on annual audit plan
