Steps To Reproduce:
Login EwQIMS as MSA admin
2. Click on Business rule menu
3. Refresh parent & child level if it is set
4. Click on Internal Inspection menu
5. Click on New button
6. Enter all details & Click on Attach icon
7. Attach the document & click on save button
8. Login EwQIMS as Doc admin
9. Click on MSA under Module
10.Observe the screen
