While creating new PI, if I entered multiple rows and remove a row in between it will keep 2 rows as mandatory

Steps To Reproduce:

1.Login to FST/RFD
2.Click on Create new PI
3.Add few more rows by Clicking on the + button
4.Delete any row from that
5. Then try to remove all the new rows, It will keep more than one row as mandatory
