Steps To Reproduce:

1.Click on New Doc Request
2.Select level and choose file
3.Reference attachment button will be enabled for the chosen document
4.Now click on the Reference attachment button and choose file
5.Click on add
6.Now click on the reference attachment button and edit allowing to add a new doc but its of no use. Not gets refected in TOC
