Steps To Reproduce:

1. Login to EwQIMS and navigate to APQP Module
2. Add a Project and add a task to it
3. Attach an Aqua document and set existing route approval for it.
4. Publish the Aqua document to Aqua Pro module level.
=>Aqua document published to Aqua Module level, does not follow Existing Route set in APQP
