Steps To Reproduce:
1.Login to EwQIMS
2.Create a Level
3.GO to Doc pro
4.Click on Folder Management menu
5.Select the level
6.Without checking the inuse checkbox, click save
7.Again click on the level
8.In use the level and save
9.Repeat step 7
Error occurs
10.Right click the level
11.Select access for sites
