Steps To Reproduce:

1)Login as Project admin
2)Open the project charter
3)Click on competency icon
4)Add skill
5)Select the mandatory option
6)Click on Save
7)Click on select user for projects
8)Select user
9)Click on competency evaluation
10)Observe the pagination and change
