Steps To Reproduce:

1)Login as Project admin
2)Open the project charter
3)Click on competency icon
4)Add skill
5)Select the mandatory option
6)Click on Save
7)Edit the Training
8)Select Mandatory
9)Click on Save
10)Save the charter
11)Again open the charter and click on competency icon
12)Observe the duplication
