1) Login as Designated admin
2) Click on Users
3) Pick any ITAR user
4) Scroll down the Users page
5) Mouse Over ITAR authorization
6) Observe

Description

1) For a Designated Suite admin when Try to change From ITAR to Non ITAR Should not display hand Icon Instead system should display Restriction Icon

2) For a Non ITAR Admin not able to change ITAR user tool tip User replacement Displays Edit Icon Instead of hand Icon
