In Activities page action menu, the save button is being shown even if there is no data in that page, but it should not show.

Steps To Reproduce:

1. Log into Hr Pro as Resource.
2. Go to activities Tab.
3. Click on Action menu.
4. With no data in "Competency" tab click on save and observe.
