Problem in Adding row in Issue-Context

Steps To Reproduce:

1.Login as admin
2.Expand interested party expectation menu
3.Click on Vision, Mission policy attachments
4.Expand Context tab
5.Right click on very first row
6.Click on add button

Description

Context->Right click on very first row->Click on Add button-> The newly added row should be displayed on first row but the system adding new in second row. So that the user could not add context issue on first row
