Steps To Reproduce:

1.Login as ITAR admin

2.Click on Document management

3.Select the level

4.Select the document checkbox

5.Click on convert to ITAR button

6.Select the user and click on done

7.No response

8.Click on done again

9.Popup closed but the doc is not converted to ITAR. Not showing yellow icon

10.Click on refresh

11.It shows the yellow icon against the document
