Project Route is not selectable in Charter Page, when Template is converted to a Project

Steps To Reproduce:

1. Login to EwQIMS
2. Navigate to APQP Module.
3. Click on Project -> Templates tab
4. Open an existing Template and Convert it to a Project.
5. Click on Projects tab.
6. Select the Converted project and click on 'Charter'
=> "Project Route" dropdown is not selectable.
