Steps To Reproduce:

1) Login as Administrator

2) Click on Module setup

3) Click on Audit type

4) Click on New

5) Click on Audit type and enter special character
@#$%^&*()_+=:"{}[]\|<>?/,.~

5) Click on ITAR as Yes

6) Click on Save

7) See the action
