Steps To Reproduce:
1. Login as suite admin
2. Select Change request status under change management menu
3. Select and open any ECN form
4. Click to open the attached documents in the form and observe the result

Description
Change Management- ECN form is allowing the user to attach new document under the customer notification section. On clicking the existing document, upload popup is opening up. Same for the evidence section attachment
