Steps To Reproduce:

1) Login as admin ITAR user
2) Click on Layers menu
3) Fill all the mandatory fields
4) Select IS ITAR as Yes
5) Save the Layer
6) After save Click on IS ITAR as NO
7) Save the layer and Observe

Now after assign the IS ITAR field is changed to non Editable so closed this issue..!
