Steps To Reproduce:

1'Login to EWQIMS
2. Select APQP
3. Attach FST input Document for "requirement allocation document"(vis deliverable info or overall PI linkage)
4. Try to publish and see the behaviour

Description

While publishing the "requirement allocation document" It is showing as published under the level "output documents"
Facing this behaviour for Existing/New PI and linking via Deliverable info/ overall PI.
