Steps To Reproduce:

1.Login as ITAR AQuAPro User

2.Click on AQuAPro Tab -> Main/Main2

3.Expand Global PI -> Select any of the ITAR PI

4.Publish PFMEA into the ITAR Route Level

5.Login as ITAR Route User -> View in the Actions Menu

6.Now Goto the Documents -> Click on the ITAR Route Level

7.View the Published Document in that Level

8.Observe the Result

Description

In the ITAR Route if the ITAR User Publishing a PI in the Level which having ITAR Route with Approver and that Approver viewing in the Actions Menu its not listing the Published ITAR PI but its displaying in the Documents so its not waiting for the Approvers and its allowing for the Auto Publish even though that Route has Approver
