Steps To Reproduce:
1)Login to ewqims application
2)Under Change Management
3)Click on Initiate Change Request menu
4)Select the change category
5)Click on Add Document
6)Select the document
7)Document name contains special character
8)Now click on Green button
9)Observe the result - No Response
