Steps To Reproduce:

1.Click on new doc request
2.Select the level which has doc num auto increment format
3.Upload 3 docs and the doc number shows 1, 2 and 3 for the 3 uploaded docs
4.Remove the 3 docs
5.Upload the 5 docs
It should take the doc number from 1 to 5 not from 4 to 8
