1)Login as Project Manager
2)Click on new charter
3)Create a Project
4)Select the project
5)Click on Project charter
6)Observe the project numbering
7)Republish the charter
8)Observe the project numbering count

Description

Regression:

1)When the project is created and the same charter is published with more no of times then the project numbering values keeps on increasing.

2)when converting the project to template and creating a project with that template (conversion) then it takes the continuation of that project numbering.
