Steps To Reproduce:
1.Corporate has documents for the tag say tag a and tag b
2.USa site has documents for the tag say tag c
3.Login as user who has USA site alone
4.Search with the tag a , b and c
5.It shows all the documents from all the sites even the logged in user doesnt have rights

As discussed, its working as per design. But QA did not accept the functionality. Based on client feedback, this can be proceed further.
